Temper will be stronger for the same thickness, and more expensive. If you want laminated you need much thicker glass to have similar strength of tempered.
Most railing glass i see use tempered.

I think tempered glass means that it will shatter into small pieces that do not have sharp edges and will not cut. Laminated glass means that even if shattered, it will still "stick" together because they are laminated together.

About 2% if not mistaken. Thus, if TS main concern is safety of kids. Go straight to laminated glass as for the above reason.

Go straight to laminated glass as for the above reason. Depend what kind of safety we talking. When lami glass break, it will cut easily, and strength are much lower compare to tempered. You notice shopping center will use tempered glass for most of the area like escalator, walk way etc. If you want strength and safety, put tempered + tint, but will be very expensive.

For all glass surface, after cleaning with water and cloth, you should use some old newspaper to wipe the the surface.

As TS mentioned, he want to install it at staircase area, force to knock on it shall be minimum. But you are right, if cost is not an issue. Temp+lami is the best.
