Your argument is a little moot IMO. Don't forget that Fab would consider no club other than Barcelona and that affects his value significantly as well. Come to think of it 35m isn't a bad deal after all. We would no doubt have gotten 50 - 60 million for Cesc had Cesc kept his options opened triggering a bidding war. On the surface it appears that we have the power with 5 years more left on his contract but on hindsight it was actually Barcelona who was given the initiative by none other than Cesc himself as he wants to leave and considers no other club than Barca.
35m is decent business if you take the whole situation into perspective. Even if lets say if Real or City comes in with a 100m bid it will still be useless. We can accept the offer but Cesc himself could still refuse to enter negotiations.
