Yes, but limited to certain merchants only. If I recall correctly, most of them are luxurious items like Rolex, Coach etc.

Even HSBC credit card could be rejected in United Kingdom (where its HQ is located at).

Maybankard 2 Gold.
Since your spending is claimable, so the 2.5% conversion factor for using Amex overseas is not an issue anymore.
Use Maybankard 2 Amex if the merchant accepts Amex, otherwise use Maybankard 2 Visa/Mastercard.
