Why not, the land is them, by law they are legitimate to do whatever changes, but from business ethic perspective, they are unethical as this is involve massive changes which might cost as an expense to their clients, imagine when u buy that time the car dealer promised you with all impressive spec mercedez, but in the midst way they only can afford to deliver Proton Saga, this is an issue....
