I got an accommodation offer but its addressed to a similar, though different name. I planning to turn down the offer anyway, but I guess its mistakes like these that cause the delays.

Fax/or email would be fine. I'd personally prefer email since you have proof that you sent. And follow up with a postal copy (registered or not, up to you).

And no, they only work on weekdays.

Can, it's just a matter of connecting the line from the telephone pole at the street to the port already built in at the house. There's nothing done to the house at all. You can equate it to tying one end of a string to the front gate and the other end to a tree..lol.

And even if there's a contract with some funny clause (which is impossible), what's the owner gonna do? Sue him?
