No, the "shine" surface is actually a kind of gloss finish.
The surface was actually "rough" surface which doesn't shine when it was new. But when you're using it over time, and repeatly pressing the key over and over again, your finger was actually polishing the key over time when you pressing it.
So, after a long period of repetitive using on the key, the key surface will start to become "shine" due to being a smooth/gloss surface.

Shiny keys are only natural as it's normal wear and tear due to usage.
