I think it's pretty retarded to judge anime quality by TV ratings in Japan.

Historically most midnight anime don't even go over 5% due to the air times. Even Madoka's final episode didn't get over 2.3% in Kansai area during the first airing (Kanto was the next day...) and look at how much that sold.

So seeing the figures for GC and BRS... sure it's low, but it's not out of the normal range.

Really, going over 2% for midnight anime is considered satisfactory.

tl;dr: judging on anime quality based on japanese tv ratings is f***ing retarded

Midnight anime are for fan service anime, usually. Mature rated stuffs. But the problems go back to the anime itself, if you didn't go for fan service, go for story.

Production committees would rather use sales figures to judge that.
