I purchased a full game at eshop and it store into my hdd ,can i play the game at other console?Or this is stick with my nnid?

It's tied to your NNID, so you can't transfer it elsewhere.

Mean if i delete the user.than the game wont work?

i would say, yes... since your purchase is tied to nnid, and that nnid is tied to the user & afaik once its deleted you can't use that nnid again
