Just tell the cashier you want to pump full tank.
They'll authorize the pump for you to refill till the amount you wanted.
Of course, you need to leave your CC first till you come back to actually pay for it.

Yes.
Because for debit card/credit card, your transaction is just approved by bank but the merchant hasn't do the clearance

If you're not targeting Revolver rate and pay full by due date, it won't affect your CCRIS at all.

The First Thirty Days
Missing a payment for a month or being a couple of days late can happen to the best of paymasters, upon the first month of missing a payment, the bank's credit card department would call to remind you to make payment.
