The reason why this rule is implied is so that small clubs have an advantage and big clubs do not take advantages on taking away talents from their district.

To me this has tampered a bit on the youth system...

i think one of the reason can be due to the youth culture as well...u know la youths these days, especially the UK young lads. On the other hand, Spanish youngsters are known to be quite polite (based on some stuffs that i read) and this politeness reflects their mentality. So i think when it comes to be successful in football, they are more dedicated and focused.
