Indonesia to buy 24 refurbished US F-16 fighters

(Reuters) - The United States plans to supply 24 refurbished F-16C/D fighter aircraft to Indonesia, the presidents of the two countries announced in Bali on Friday on the fringes of an Asia-Pacific summit.

It was the second militarily significant announcement of President Barack Obama's ongoing nine-day Asia-Pacific trip.

The upgraded Lockheed Martin Corp (LMT.N) F-16s will give Indonesia a "much-needed" capability to protect its sovereign airspace, the White House said in a "fact sheet" that emphasized the relatively low price tag, put at $750 million by the Pentagon.

Under a separate tightening of ties with Australia, U.S. Marines will start rotating through northern Australia next year, eventually growing to a 2,500-strong task force, the two governments said during a visit by Obama before he flew to neighboring Indonesia for the summit with leaders of the Association of Southeast Asian Nations.

The Pentagon's Defense Security Cooperation Agency said Jakarta was seeking more capable F-16s able to carry out operations "in the outermost border regions of Indonesia."

The air force's existing fleet of 10 F-16 A/Bs cannot do this, the agency said in a mandatory notice of the tentative deal to the U.S. Congress. It put the estimated cost at $750 million. The aircraft are from excess U.S. inventory.

"The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a strategic partner that has been, and continues to be, an important force for economic progress in Southeast Asia," the notice to lawmakers said.

The White House said the plan was to start deliveries by July 2014, as requested by Jakarta. The deal would help boost Indonesia air defenses significantly "without compromising the defense budget and other national priorities," it said.

The transfer of F-16C/D models to Indonesia may raise new questions about Obama's refusal to meet Taiwan's standing request for 66 new F-16C/Ds of its own to help deter China, which regards the island as a rogue province.

The Obama administration in September notified Congress of a proposed $5.85 billion weapons package for Taiwan, including upgrades of 145 F-16 A/B fighters but none of the C/D models that Taiwan has sought.

Obama said on Thursday in Canberra the U.S. military would expand its presence in the Asia-Pacific despite budget austerity, declaring the United States was "here to stay" as a Pacific power that would help shape the region's future.

The F-16 deal involves the overhaul of 28 United Technologies Corp (UTX.N) Pratt & Whitney engines including spares. The aircraft will have the most advanced "Modular Mission Computer" produced by Raytheon Co (RTN.N), along with improved radar, avionics and the capability to carry and field more advanced weaponry and sensors, the White House said.

Well if you say the Bae deal for EF has a "Songlap" in the deal, I can accept it.
if you say Rafale deal with Dassault is also got songlap, I too can accept it.
heck even Gripen deal with SAAB AB tpp I can agree if there any of "songlap" involve

but to say a direct deal with US government with all the figure and account are publish widely and openly on Defense Security Cooperation Agency (DSCA) website too can be songlap

Boeing Confirms $22 Billion Order From Lion Air

Boeing is confirming reports that Indonesian carrier Lion Air today will sign a commitment for 201 Boeing 737 MAX aircraft and 29 737-900ERs in a transaction worth $21.7 billion at list prices. If finalized, the deal will be the largest commercial aircraft order in Boeing’s history in terms of both dollar value and number of aircraft.

Early yesterday, the White House issued a statement disclosing a slew of aircraft orders for Boeing and Sikorsky from Southeast Asian operators. President Barack Obama is visiting Indonesia this week and is scheduled to witness the official announcement of the Boeing order Friday morning in Bali.

The Lion Air order includes purchase rights for 150 additional aircraft. Aviation Week reported on Nov. 4 that Lion Air had issued a request for proposals to Airbus and Boeing for 200 narrowbody aircraft. Before the latest deal, Lion Air had 115 737-900ERs on order, according to the Aviation Week Intelligence Network.

In addition, Boeing and Singapore Airlines (SIA) announced an order for eight more Boeing 777-300ERs, bringing SIA’s total to 85 777s ordered, including 27 -300ERs. The new order previously was recorded on Boeing’s orders and deliveries website but attributed to an unidentified customer.

The White House also says Sikorsky secured a deal to sell 12 UH-60 Black Hawk helicopters to Brunei’s military.

lolz. I doubt Lion Air can survive if such purchase will be goes through.
I'm praying for AA as well but they still can make it if no huge issue happens as they have huge customer base.

1-the US is worried about invoking China wrath by selling Taiwan new military equipment.Obama's administration is pushing for china to "invest" more in USA to salvage their economy.

with indon they have no such restriction.although concern from Australia and Singapore would still affect the deal

2-F-16 and Su-30MKM are completely different class of aircraft to begin with.and with Su-30MKM sophistication,weapon package and training,50 million dollar per unit is still cheaper than aircraft of comparable class(you know how much the korean and singaporean paid for their Eagle? you don't? exactly)

most european countries already extended/upgraded their F-16 lifespan with MLU, and they keep that fighters in inventory.

and AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Systems.

The White House issued a statement Nov. 18 saying that it will transfer more than two dozen surplus F-16 Fighting Falcon jet fighters to Indonesia.

"The Government of Indonesia has chosen to improve its internal air defense capability through the upgrade and regeneration of Excess Defense Articles (EDA) USAF F-16 Block 25 aircraft provided to the Government of Indonesia via a grant approved in August 2011," the statement reads.

The deal represents the largest transfer of defense articles between the U.S. and Indonesia, according to the statement.

The White House statement called the move "a signal of the growing commitment to regional security under the bilateral Comprehensive Partnership."

Indonesia currently operates an aging fleet of 10 Block 15 F-16 A and B model jets. Indonesia wants a total of 30 fighters; 24 of those would be F-16 Block 25 aircraft that would be refurbished and modernized.

"At the conclusion of the regeneration, Indonesia will possess a fleet of 24 F-16 aircraft updated with the most advanced Modular Mission Computer (MMC) produced by Raytheon," the statement reads. "The aircraft will also have vastly improved radar, avionics, and the capability to carry and field more advanced weaponry and sensors."

An additional four Block 25 jets and two Block 15 aircraft would be transferred to use as spare parts. The grant also includes 28 Pratt & Whitney F100 afterburning turbofan engines.

Indonesia will pay to refurbish the 24 F-16s destined for operational use and will also pay for the overhaul of the 28 engines.

The U.S. Defense Department is working with the Indonesian Defense Ministry to draft the final documents and is waiting for the final congressional notification to be completed. The notification and the final Letter of Offer and Acceptance should be completed by early 2012. If all goes as planned, the first modernized aircraft will be delivered by 2014, the statement reads.
