why can't I download xbox games on xbox live?

I want to download FIFA 12 but its also region locked. Does the VPN method still work for remaining 1%? Need to make sure before invest some point on this game for nothing. Thanks.

Just few days ago, I purchased a digital copy of Halo Reach from eBay US seller. I tried to redeem the code locally on both Xbox Live website and console, but both method spit out This offer is not valid in your region or has expired error message. Tried turning on US VPN, but it failed too. So depend on the games, it might be region locked based on your account. Luckily, the seller agreed to refund 75% of my purchase price (I bought two codes), and let me keep one of the code, just in case I like to give it to someone.

So only games from xbox live are region restricted? So if I can't buy/play let's say Red Dead Redemption from xbox live, will I be able to play it if I buy a physical CD copy of the game from a store?

The issues comes from IP locked, so if you have VPN service this is not an issue. Games installed on your console can be played by any account regardless of the region. also XBLA has no restriction, can be purchase and played on separate accounts
