Splitter will kill your resolution. I tried it once and it decreased my resolution to 800x600 for both monitors. Use a converter, i.e. HDMI to DVA.

just connect both your monitor to your graphics card and on as usual. then in graphics control setting enable the 2nd display

There's no down side, but if your TV is large and you sit far away you will have hard time to read the text on TV.

Is it advisable to use a 32inch TV as a monitor? Do I need to sit faraway if I put the tv on the computer table I'm using on?
