T2 memories were said to be produce by Shroud when she was still working with the Sonozaki's, but she did not really finish them. Foundation X took over the project and was able to finish creating them but with a limited production because only Shroud can properly produce them.

Yes, there is more memories with the same alphabet, like 'Cyclone' or 'Claydoll', 'Accel' or 'Apple', no matter what type ranking their respective Gaia Memories device are. ~ the memory device is just to contain the memories from Gaia (earth), the ranking represent the 'version' of the devices somewhat like USB 1.0 or USB 2.0 or the latest USB 3.0.

T2 are newer version of Gaia Memories (device) compare to T1, so yeah, they are better in designs. - the next generation in USB devices...
