I thought 3 is the perfect number. Look at Agito, the balance and relationship between the three riders were great. However, after Agito, it seems they couldn't come up with great three riders team

Because the design 3 rider in Agito have 3 different design, theme and deep background.

Right after Katsumi hijacked the apache and henshin into Eternal, the pilot turned around and said "Kamen Rider" in English.

After telling the team to search for their own memories, Eternal stood on top of the building, staring at Fuuto Tower, wind blowing through his cape, then WBX opening plays.....just like W in the series.
