How much of a hassle is getting a new phone on contract? Anyone care to share for a newly arrived international student? Are there different documents for international students? Do not have utility nor uk driving licence as proof of address. Will only passport, accommodation contract, and debit card.

If he has accepted, and then decided not to go, he should write in formally to give up his place. I am quite certain that, depending on the reasons he will provide (financial, as in this case), he will suffer no "repercussions" as such.
