Regardless whether the maintenance is set at the cheaper rate or not at the beginning, sooner later the management will increase it if the funds collected is not sufficient to sustain the maintenance.
So it is just a matter of time. If the maintenance fee is set to be cheap and management does not want to increase it due to complaint from the resident, they may cut cost like reducing the security cost, maintain the facilities with cheap parts. I think that is even worse.
If you can afford to buy such a expensive condo, you should be able to do you part to contribute to the maintenance fees.
