no, LOTV now is stand alone expansion.
no need require WOL or HOTS to play. you only allowed to play protoss campaign mission.
single player expansion will work as normal even you do not have internet, but you will miss out the achievements.

So in order for me to be able to play all the single player storyline I need all version?

just brought SC2 Battle Chest Trilogy today, been wonder the battle.net region configuration detect me from Malaysia recommend me to Americans Server. will they be any different I went to Americans Server?

Which SC2 pack /expansion should i purchase if I wanted to play online matches with other ppl . Normal matches / ranked thingy.
