Is the legacy of void episode 3 the latest starcraft?

Few yrs since i stopped playing n i saw the game today in lowyat.

Do i need to buy episode 1 and 2 cd to play the episode 3? Or the moment i buy episode 3, the previous episode is in as well?

My home is not connected with wifi..so single player still possible?
