Don know why it got updating blizzard launcher.

My wing of liberty is SEA region, now i bought a UK region heart of the swarm.
I can't upgrade the wing of liberty after key in the game key, is it due to the different region?

most likely, you need to try using your original region of bnet when you had your WoL

I have both WOL and HOTS but only have WOL DVD, so now that I've uninstalled to reinstall a fresh copy(cuz I've been experiencing alot of random stuttering problem in game, even at lowest graphic), I only can install using WOL DVD then start downloading few GB of patches to only able to start playing.

So I was wondering is there any official/proper/safe link to download the patch? so that I can download it on another computer then bring it home to transfer it to my home computer with SC2 installed.

Blizzard downloader is normal and P2P at the same time if i recall it correctly. I believe you can just download the HOTS client directly as both WOL and HOTS are using the same system, just the account limitations is present.

you need to buy hots if you want hots access. there are no "unnecessary" CDs for starcraft 2
