ISP, modem, hardware fault. It was never Steam fault because other people no issue

I send steam a ticket regarding the purchase problem, they said "Hello Edison,
Thank you for contacting Steam Support.
I have adjusted a setting on your account. Please try your purchase again.
If you have any further questions or difficulty, please let us know. "
It working for me now but I dunno for others as steam mention they adjust setting on my account. I ask several ppl to try buy games via steam, all been also facing the problem.

Not sure if you'll think the same when you somehow got your account locked continuously for no reason & each time you're getting the same ol' reply.
