Thanks, mumeichan. Everything you've told me is really helpful and I'm definitely gonna discuss this with my parents later. My mom was the one who sent me here to ask for advice.
IMO, it's much easier to convert your PIDN to PILN rather than to get PILN out of the blue after your A-Levels.Just have to ask, do you know anyone who's done this before? And are you a JPA scholar yourself? You seem to know so much about the scholarships.

I do not know anyone who specifically converted PIDN to PILN. However, I know other cases that are roughly similar. I also know for sure that JPA is willing to consider appeals of any sort, it's just hard to convince them to grant your request.
On the internet, even a cat can tell you he's Bill Gate and that's he's the shadow president of America. Now, I'm actually just a college dropout. I can only guide you to the best of my knowledge, but you can and should do your own research for self-assurance.

Can I delay the work after I get a degree? I wish to further study till master
That of course is a question you have to ask your contract and your sponsors.
Also, people don't spend a hundred thousand on you to employ you as a clerk. Even if there is a contract binding you to work with your sponsor, people have common sense.
