Not necessarily,you can maintain a steady weight by losing fat and gaining muscle at the same time,it is a bit trickier but still attainable.

If you are a hard gainer then don't worry about the fat for now,continue bulking and then switch your routine for definition and then you start cardio.

Btw catabolism can be prevented by providing enough energy source so that the muscle loss is minimal.
