End of october = definitely still fall/autumn. Winter starts in tail-end of Nov into Dec.

I assume you are not so concerned about temps but you want to catch the autumnal colors.
Leaves will have already started falling but you can still catch some of the tail-end of fall hues. By 1st week of Nov though, most of the leaves will be gone.
If you google, Japan has color predictions (just like sakura blooms in April) as part of the weather forecast on where and when the maximal fall colors will be reached. I think it is usually the 1st 2 weeks of October.

end of october for each area in jap

hokkaido : autumn almost finish excepts outhern part. might be able to enjoy both red leaves and snow (5C~15C)

tohoku(sendai etc) : mid autumn, around 10C

kanto(tokyo etc) : early to mid autumn, ~15C

chubu(nagoya) : early autumn, 15-20C

kinki(osaka,kyoto) : early autumn, 15-20C

chugoku (hiroshima) : early autumn or still green leaves

kyushu (fukuoka) : early autumn or still green

IMHO, its one of the best time to visit japan but if u aiming for places to enjoy autumn sceneries, most probably it will be crowded because oldies will be visiting on weekdays and working families and kids will be visiting on weekends.

Weather is not so cold(except Hokkaido) so it's a good time to visit but hotels will be expensive.

If you'll be here like from the last weekend of March, you'll be in time for the Tokyo Anime Fair (http://www.tokyoanime.jp/en/) happening on the 27th-28th March.

Since your bro is in Tokyo, he might be able to offer you better advice on what to bring and such...

We've had discussions about this in the previous threads (V1 and V2) so, if you search for them you'll be able to find some more info about it.

Here's the recent one that I can recall -
