Primary dealers will submit their bid along with the respective yield they want from the Central Bank. Of course, the higher the yield, the primary dealers wont mind parking their money with the Central bank

I'm curious, how primiary dealers come out with so much money in such a short time (less than a day) and make decision?

Sorry not sure how treasury bills work....So at the end of 3 months, Central Bank give the interest to the buyers, how about the capital? Is the capital returned too?

Assuming capital returned, so in order to ensure liquidity not flood back into market after 3 months, the Central Bank will continuously issue new Treasury Bills over some period of time to keep money out. Correct ah?

Why not? The primary dealers are commercial banks and they do submit bids for insurance companies as well as hedge funds

Capital is returned. Yes, correct. The central banks will issue new bills to drain liquidity.
