when any electronic device drop into water, first thing will cause the defect is that the device still on power and the water will get component shorted (especially those active components), but in modern electronic the device just auto shutdown when this occur to prevent damage. for me i think the most vulnerable device is the lcd display since it utilise high voltage to lid up (voltage regulator) as well as the resistive touch screen layer where the water will short out the whole screen input. my advice would be:
1. unplug the battery
2. open up the device covers
3. open up the device screen
4. expose the mobo to some heated environment (not below the sun ok, just beside it) for more then 48 hours
5. observe any components that will "accumulate water" example the speaker, mic, coils or transformer
6. all the screen lcd, resistive layer, and those "water accumulate" components need to expose under heated environment more longer time and if possible u may need a "dry" air gun to blow off those excessive accumulated water.
7. use alcohol (those that ppl use to clean their old radio cassete head) and a cloth and wipe those dried out mobo and screen (to get rid of the watermark which might still conductive)
8. assemble back the phone
if still donno how to proceed... just send for NCC or buy a new phone
