hmm, my SCB JustOne was charged annual fee in March (fully waived) but the GST will only be charge in Jun, so weird

btw, the 20% on dining for month 1 has been credited

since for emergency use only, i suggest you apply the card which you use the most
so all the points can be consolidated

What he needs to do is to stop the card immediately and file a report. If the bank refuses to absorb it, I would suggest him to settle the amount as it is only RM30. The case will be closed immediately. Less hassle, less time consuming.
