1. Apply upgrade to 4mbps package.
2. 1 week after installation, call TM and complaint to them that u did not achieve ur 4mbps speed.
3. Ask them to cap you to higher speed. Beware that ur SNR must be >15db to avoid frequent disconnection.

In my case, on my first day, my line already capped at 5mbps. You can ask the technician to cap u at 5mbps during installation..

For those who are having problems like below:

1) Why my 4Mbps only can get 3.6Mbps during speed test?
2) Why my 4Mbps speed test can jump up until 6Mbps? Wow!

Account cap = 4096kbps (You can't change this nor TM people)
ADSL cap = 4096kbps (They can adjust this anytime for you)

1st Case
Account cap on 4096kbps, ADSL cap 4096kbps = You only can get 3.6Mbps during speed test, which people complain cannot get "full speed" of what they subscribe 4Mbps.

2nd Case
Account cap on 4096kbps, ADSL cap 5120kbps = You can get at least 4.2Mbps above during speed test.

3rd Case
Account cap on 4096kbps, ADSL cap 7168kbps = You also can get at least 4.2Mbps above during speed test, but you will see you are getting 6Mbps when the speed test starts, then slowly drop down to 4.3Mbps due to account cap.
The 2nd Case is what people mostly do, include the majority 4Mbps user in this forum.

REMEMBER! ONLY ASK FOR ADSL CAP BUT NOT ACCOUNT CAP, else you will get fired.

here i want explain a bit about the process of 4mb application.

My dad went to TM point on monday, confirmed got 4mb on my area, so immediately upgrade to 4mb. Then, tuesday around 3pm, internet down a while and got 2mb as shown in the modem. Wednesday go to TM point asked for technician number at 1pm and 3pm called the technician. Then technician come to setup at 5:30pm. Thursday(Today) about 10:30am go to speed test, realize that got 218 ip. All of these done in four days.

Not sure, i am new to 4mb :/ don't know what to expect.

But my mu premium download speed is that of a 2mb broadband :/ ( this is even when using 20 connections for a single download !! ), to me i don't feel i am getting my 80% total speed at all 
ps: i just saw my jdownloader spike up to 420-450 kb/s  (roughly 80% of 4mb, international download speed no less) which is probably fine with me :/ but it seems to be rare it gets to these speeds and remains consistent.

My report since 3 weeks ago regarding routing was ignored no changes to their routing

i had mail to help@tm.com.my last 2 week complain about below par internet speed, and there is still no reply, guess i have to file a complain to skmm then...

when u do speedtest u can choose seri kembangan/penang/etc as location of testing, that is our LOCAL server. by default it will be set to the nearest server

and speedometer, i believe they already in our local.lol

and if u r not getting 4mbps, u can request from them, just use the proper channel like many others already said before in previous replies.

the basic steps is,
1) do a few speedtest and capture the screen.

2) call 100, report that u r not getting the speed u want. I personally advise to do this after 14 days of installation since below 14 days we are tied to the techician warranty. from what i read, most people complain that their technician is the stubborn and hardest part to convince to cap our speed more than 4096. yeah, technician sucks including mine. but some do have good technician which will cap ur speed to 5mb instantly with just one call.

3) after one day, complain to CFM at http://complaint.cfm.org.my/ explaining that u r not getting full speed from the speedtest. attach the screenshot that u got.

4) in most cases, u will receive a call from TM the next day and they will cap ur speed higher than before after that.
