actually no preference whether u r local or foreigner.. they would look at ur qualification lor..
If you are fresh grad.. then preference would be local student la.. but they absorb fresh grad from malaysia also..

I would think u better apply A*STAR website. Thou u can apply at jobstreet also. Now the HR for BMRC should be consolidated like what happen in SERC. Fresh grad is possible to get a job here, if u have at least 2nd upper. Some RI might have request for 1st class holder although their website never state it.

As mentioned by Chess_gal and Celebrex, your can put the Referral letter / testimonial together with your submission.
Scan and attached it as PDF if you do online submission. Last time I scan some important cert to PDF and attach to the application.

For referee.. You check with your uni professor, ask them for permission. Do let them know u put them as referee. The company will contact the referee later. Do ask the HR to reply to you if your referee never respond. Some of the lecturer are so buzy or they might miss out the email.

working in MYS got RM3k, Work in Sg got $3k, ==> possible
then go back Malaysia hope for RM6k ? immediate increase of salary to double just becoz work in Singapore? ==> impossible

If u are a university graduate with at least a good Bachelor degree, I would say. Just go for it. U apply base on your own merit. No need approval from company.

If u don convert, most of the things is actually cheaper compare to Malaysia. U earn $2k. Economic rice about $2.6 for 1 meat 2 vege. Where to find such price in KL?

You are either taxed as a tax resident or tax non-resident., depending on the length of time you are in Singapore. Your immigration status doesn't matter.

It's becoz u work in Sg less than 183 days. So u r counted as non-resident. the tax is higher.. 20% i think
If u work more than 183 days.. it would be much lower.

Singaporean don't know about UTAR . But i think it;s recognized by Sg gov. My company have one UTAR graduate. He is the 1st batch student.
