I assumed the contractor was going to make it from wall to wall. If not, yeah the strength won't be there and the top bar is unnecessary.

Maybe I rephrase to "His installer play too safe", Tempered glass are very strong, and if install properly it really no worry if it will fall. It break before it fall.
