Not at all. My PhD was quite relaxed, though I'm in a top ten Uni (not Oxbridge, Imperial, and London) and RAE 5 out of 5 (research assessment) research department in UK. Since I was fully funded, I concentrated on my research, basically, 9-5 weekdays and a few hours during the weekend.
Most students, including those from overseas, are self-sponsored to do their PhD, so most take up part-time job working in restaurant or hypermarket. In most cases, a PhD is completed within 3-4 years (compared to 5 year and fully funded PhD in US). So, expectation on students from supervisor is general not high in UK.
Working up to 15 hours or more is not expected. Supervisors do not expect that and would advise students to do 40 hours per week.
For researcher, publishing paper is our job, and of course it's not difficult, unless if the requirement is top-tier conference and journal, then, that would be an uphill task even a single publication.
In UK, as long as you have 3-5 papers and one journal, you'll graduate! Doesn't matter the quality of the conference and journal, as long as the publication is available in a professional digital library, which is very easy!
That's why I said, when it comes to Tech, UK is lagging behind. In UK, working up to 15 or more hours is preposterous, sad to say, this is expected in japan.
