I do believe that if a gal doesn't make-up but still presentable, then she is pretty/beautiful/gorgeous/attractive/charming.
Just make sure yourselve look clean, tidy all time:
If you have tooth irregularity, go for orthodontics,
If you have pimples problem, go and see a doctor,
If you have weight problem, go for more exercises,
If you have dry skin problem, drink more water and eat for fruits,
If you eye wrinkles problem, sleep well and abstain from coffee,
If your hair is dry or oily, go for a suitable shampoo and apply some hair oil before out
If you are sporty gal, go for jeans and shirt,
If you are elegant or introvert, go for dresses,
Do NOT have to buy expensive clothes, buy the clothes that look good on you (always remember this!)....
Here are the steps which we may do daily, not costly though, don't they? But it's just depends on your persistence and how much hard work you are willing to pay for it.
I don't make-up, the most I do is only lip gloss and eye liner but also for special occasion only. Simple and Clean is presentable; Real Beauty comes from your attitude and behaviour.

i suppose, for those who're ok looking, can always enhance their beauty with make up, better outfit n those sort.
but for those who cannot live with their current appearance, can always opt for surgery/other means, am sure, this applies to who can afford it.

But i do not agree on plastic surgery, you're who you are. No point getting admires attracted by the plastic surgery that done on your face.
