I heard of all of this from my local friend.
He's like "How much do you intl guys pay?"
"12k per semester, 25k per year?"
"Holy ****!! 25 grand?! What the hell are you being charged that for? Are you serious?"
"Huh? Is that a lot? Well, if I convert that back to my local currency, its x3, so its like $75k a year"

He was shell-shocked and went speechless. I guess they don't know we are kinda paying for their uni placements. Then he told me about HECS.
No it is NOT free.....nothing in this world is free......
their parents spend their entire working life paying taxes...........a lot of taxes, more than what msians pay.....
when they start working, they will also pay lots of taxes........
almost all unis in oz are public funded, ie they get money from the govenrment, who got money from taxes....every commonwealth supported seat attracts money from the public purse.....but they charge a fraction of the cost of the education (about 1/3) directly from the local students.......this is called HECS (Higher Education Contribution Scheme), now changed to Higher Education Loan Programme (HELP)....this is like a loan, which the student only need to pay back gradually, after their taxable income reaches a threshold, currently at about aud40k/year.........
So education is not free........it comes from the taxes you and your parents pay.......
the same applies to msia, public education......you get free school education all the way to stpm.......and also almost free (you pay a ridiculously small fee) uni education......if you get into public unis.....
however, due to many reasons (inadequate places, bias from nep, perceived poor quality of ipta, lousy courses offered etc) many students, mostly non-malays, choose to go private.......hence you all in oz........and the mushrooming of private colleges in msia..........
but....my parents pay taxes too, you say.......yes they do, but no where as much as the aussies do.....
in any case, you have to decide.......do you want a system where you pay high taxes, and the gov in return provide good social services (education, health, roads, parks, etc).....
or a system where you pay less taxes, but expect to receive less social services.......therefore have to pay for your own private education, health, road tolls etc.........
dunno about you all, but the way msian gov and politicians handle (or mishandle) money, i would rather pay as little taxes as possible, and keep and manage my money privately.......
but in a country like oz, i would also be quite willing to pay high taxes in exchange for good social services........

you will need to explain that bolded statement......how does locals get in 'by money'.........?
they don't need to pay any fees at all since 2/3 are commonwealth funded, and 1/3 through HECS-HELP?
