will it be ok for snorkeling @ mabul around dec/jan? is the water condition good for snorkeling?

hi i planning for sipadan trip, i have few question here

1. my fren say need to apply permit in order to dive @ sipadan and the permit is cost few hundred (so steep) and prior half year before i flight, is it true?
2. 18hours before flight cannot dive, if my flight is 10am, so my last dive is at 4pm a day before?
3. is it ok if i take evening flight, reach tawau airport around 9pm, reach resort prolly mid night then start dive on the nex morning

for the permit, where to apply and do we need 2 show diving license? i yet to get my diving license
