Just a suggestion anyways, I've tried with FedEx and been exempted from paying tax on most occasions even though they've already cleared it for me. No experience with DHL though...
I've no qualms with paying tax on invoice value, most of the time they just apply a 10%+- rate. In my experience though, disputes arise mostly due to shipping. Courier services would rarely inquire if no freight costs are specified on the invoice or packaging, they'd just refer to IATA and add the freight cost they see fit.
You are referring to leather products being tax exempt in your example?

I have no issue in paying the tax but the inconsistency of tax code applied to my parcels, and the handling method are not what I would expect. I was even taxed for anything below RM500.

But then again, we are in the Bolehland..........
