has anyone heard of Gimel Marketing?

a friend used them past year, they covered his personal credit card debt but now you pay installments on a new credit card with lower interests.

My friend thought they were partners of the bank hence signed up. Now he pays monthly installments but to random companies on the statements. I've googled them but not much info except their FB page. Are they illegal, ah longs?
What happens if you are unable to pay the monthly installments?

oh no.. how is it a scam? they did clear the initial credit card debt and has been charging monthly installments to credit card. should my friend stop paying it and report to bank?
