if join AKPK programme, bank still charge interest but at lower rate, isnt it better at the first place to do BT with 0% or lower rate?

i have quite a bit of debt, can i opt for AKPK and still get loan / financing to start a business?

how do i fill the last 2 column?

what is the status of credit cards? are they suspended but we still need to pay fees (annual fee, etc)
or are they cancelled?

i have lost my akpk programme and is now back in deep shoot.
i know many will come in to bash, i dont want to give excuses but my personal life troubles have led to bad decisions and now to this

around 15k of CC debt, previously enrolled in akpk but failed to pay, kena kick out of the programme

anyone can guide me how can i discuss with the respective banks?

i have intention to pay, but now practically out of savings and out of job.
if you are angry after reading this, please do spare me the lectures and spare yourself your precious time and energy.
i can only blame myself for being too nice and too naive

and right now i need your help.

can banks still accept 0% balance transfer in my situation? i imagine all my cards are no longer active
also, bank negara can intervene to help? at least with a repayment plan that i can afford to follow?
