yes,the hd4670 is a low power consumption card after all.i'd say even a hd4770 can run fine with that psu

yes,you still can [it still depends on the setting and game.7 uses around 500mb only when idle in a fully loaded pc]

even a cheap e5200\athlon ii 240 is more than enough for fullhd video playback
you'll be wasting serious cash if you buy a i7 860 and 6gb of ram just for watching 1080p videos |

torrent clients aren't taxing on the system like doing rendering stuffs.like i said a cheap multi core modern cpu is enough for the task,you don't need an i7 just for hd movies

that depends on what extras you mean,if it means new graphic cards then that's probably not needed as they are bcoming more and more power efficient
