That shouldn't be a problem I think. Try to register in iTunes US by choosing United States as your preferred country at the bottom of iTunes Store page.

finally , i can create it....
just make sure u choose a "FREE" apps to register it..... if u choose a pay apps, it will ask for credit card detail.... |
