No, it's parental guidance for children below 13. But in any case, what does it mean, first time PG13?

In fact, the introduction of Q could be a main part of the movie. Maybe Bond has to rescue Q from whatever bad guys are in the next movie and turn him. Maybe he’s a genius inventor that the entire world wants and that’s the way they can introduce his ability to invent gadgets for future movies. The possibilities are endless.

you are referring to malaysian's rating or US? because there is no restriction for above 18, however there is a R classification, means under 17 require guardians' accompany, also means under 17 need guardian to buy ticket and go in to cinema together.

Now back to Bond movies, it's never been rated R or higher rating before, not sure about local censorship, but i doubt it.
