That I wouldn't know as I don't have the access to the system (unless you have authority) ad yes its ported out from DiGi

SMS charge 1 cent is only to DiGi FNF number
To other networks, your advantage is the 15 cents per min call rate only, SMS is still 10 cents per sms |

if its charged 10 cents, either 2 reasons, system accidentally charged you higher so you call the customer service to verify OR your friend already changed to another telco (its a possibility)
