I did try with XP installed with my VM. It was easy enough to go to safe mode and disable the service so that you can log on as build-in local admin account.It was a little tricky for those protected files. I could actually see those files once in safe mode so I figured something has to be loaded in normal startup. And then I come across this one:

So simple solution.
The only protection that cannot be undone or take a seriously long time to undo is probably encryption based protection. I'm pretty sure you cannot encrypt the whole HD itself without affecting the booting of XP. In any case, you can override the local admin password (in fact, any users password, and if you're smart enough, you can even change it back so that they don't know you did it) using a LiveCD. Anyhow, he'll be able to boot into the system. So in other words, the solution you provided is not as godly as you think.

Added on August 8, 2008, 3:18 pmFor OP, you won't be able to stop him from boot-up and log-on to your PC if he really want to because he don't even need a CD-ROM drive to do so.
BIOS password protection can be reset easily and those USB holes are everywhere on modern PC nowadays.
