1 inch short at rim and add back to tyre size.

For 16' depends on your budget. Got nice budget, go for lightweight Japanese rims (SSR Type-C, Enkei RPF01, Rays TE37, etc2.) Want cheaper ones but still good & light, look for Advanti, Enkei Taiwan, Lenso.
