Manchester City have agreed a £19million deal to sign Brazilian striker Jo from CSKA Moscow.

The 21-year-old's move to Eastlands was agreed in principle more than three weeks ago but concern over his ownership held up the deal.

Jo will be Manchester City's record signing, smashing the £13m they paid Paris Saint-Germain for France striker Nicolas Anelka six years ago.

City were worried that Jo was part-owned by a third-party, which is forbidden by Premier League rules. But they are ready to press ahead with the biggest transfer of the summer so far after being satisfied that CSKA are the sole owners of his registration.

His new boss Mark Hughes had been keen to complete the deal ready for the start of the UEFA Cup campaign on July 17.

CSKA had hoped to hang on to the prolific striker until City met his buyout clause and Jo revealed he was keen to test himself in the Premier League.

The 6ft 2in player, who despite his stature operates best as a second striker, scored 44 goals in 77 games in Russia.

After hearing of City's interest last month, Jo said: 'Who would not want to play in England? In my opinion, Manchester City are one of the top six clubs in England.'

Jo has been capped once and was keen on a move to one of Europe's elite leagues in a bid to secure a regular place in the Brazil squad. Everton, Valencia, Real Madrid and both Milan clubs had tracked his progress.

Kia Joorabchian, the businessman who represents Carlos Tevez and Javier Mascherano, advised the striker to choose England.

CSKA president Yevgeny Giner said: 'It’s the right price for Jo. I think it would be wrong now not to let the player move to England.

'If Manchester City settle the issues regarding a visa, then the transfer will take place.'

Jo does not meet the criteria to automatically receive a work permit but would almost certainly be granted one by putting his case to an independent panel set up by the UK Border Agency.

To qualify automatically, a player needs to appear in 75 per cent of his national team's competitive games in the last two years. Friendlies do not count. In addition, the country must have had an average FIFA ranking in the top 70 over that period. Injuries are taken into account.

If the criteria are not met, a panel can consider the case. This is usually made up of representatives from the relevant football governing bodies, plus up to three independent experts.

With rather vague guidelines, they must decide whether a player is 'of the highest calibre' and 'able to contribute significantly to the development of the game at the top level'.

This does not necessarily mean that the player has to be better than local alternatives. But he would be expected to be more than a bench warmer.

As with Afonso Alves, when he signed for Middlesbrough from Heerenveen, Jo's prolific goalscoring and the fact he comes from a country where competition for places is fierce, is likely to prove enough to secure a permit.

If an application is refused by the panel it cannot be appealed and a club would need to wait until the following season to try to gain entry to the UK.
Permits last for the length of the player's contract, up to a maximum five years. Any contract extensions mean a full re-application is needed, to be judged against the same criteria.

BOLTON have sealed the signing of Swedish ace Johan Elmander.

The striker has joined the Trotters for a fee of around £12million from French side Toulouse.

Bolton boss Gary Megson said: "Johan is a player I have admired for a long time.

"He's a player who will get us goals and also create other opportunities for his team-mates.

"I am still on the look out for other players to boost the quality of our squad."

Elmander is seen as the replacement for Nicolas Anelka who joined Chelsea in January for £15m.

The ex-Feyenoord hitman scored 11 goals in 32 games in France last season.

He also featured in Euro 2008 as Sweden crashed out in the group stages.

Elmander is the second player to arrive at the Reebok Stadium this summer after Fabrice Muamba signed from Birmingham for £5m.

Chelsea and Arsenal are battling it out with Jose Mourinho's Inter Milan for Samuel Eto'o.

The £30m-rated Cameroon striker has been told he can go by Barcelona and Cameroon coach Otto Pfister has revealed the two London clubs are at the head of the chase.

Pfister said: ‘I do not know why Barca want to let him go. It's incomprehensible!

‘[But he's not on the streets?] No, no. He is the best striker in the world and can choose between Chelsea, Arsenal and Inter.’

Manchester United are also among Eto'o's admirers.

They are looking for a different style of player but that could change if Cristiano Ronaldo pushes for his move to Real Madrid.

Aston Villa striker Luke Moore has completed a £3million permanent move to West Brom after signing a three-year contract.

The 22-year-old joined the Baggies on loan in February and made three starts and seven substitute appearances as they clinched the Coca-Cola Championship title.

Moore, who won his fifth England Under-21 cap in March's goalless draw with Poland at Molineux, has penned a deal which will keep him at Albion until at least the summer of 2011.

The deal also has included a further year's option in the club's favour and the eventual fee could rise to £3.5million depending on performance-related criteria.

Moore is a product of Villa's youth system and was a prolific goalscorer for their academy and reserve teams. Alongside brother Stefan, he was part of the club's FA Youth Cup-winning side in 2002.

Moore followed his brother into the first team reckoning at Villa Park and scored his first top-flight goal in the 2-0 win over Middlesbrough in March 2005.

The 2005-06 season proved his most productive in a claret and blue shirt as Moore scored eight Premiership goals in 16 starts, including a hat-trick at Middlesbrough in February 2006.

Moore also got off to a flyer in 2006/07, scoring twice in the first eight games, only for a shoulder injury to rule him out for six months.

But he returned to notch twice in half a dozen late-season substitute appearances. Moore scored twice in nine starts for Villa last term.

In total, Moore made 41 starts for Villa, plus 57 sub appearances, scoring 15 goals. He also scored four goals in six appearances during a loan spell at Wycombe in 2003/04.

Arsenal have entered the race for Sporting Lisbon midfielder Miguel Veloso.

The 22-year-old has attracted interest from Manchester United, AC Milan and Juventus but Veloso's agent, Paulo Barbosa said: 'We did not have normal contact from the Arsenal board, but from a member of the technical staff at the club.

'At the moment there is not a formal offer yet, but it is possible that will happen soon as Juventus and AC Milan have shown an equal interest in the player.'

Gilberto Silva will hold talks over his future with Arsene Wenger when he returns for pre-season training with Arsenal next month.

The Brazil midfielder, currently on holiday with his family in his hometown of Lagoa de Pratta, said: 'I will sit down with Arsene Wenger when I come back for pre-season training and see whether I have a future at the club.

'I want to play for Arsenal, but if they don't want me I will have to leave. It's really up to the manager what happens now.'
