As if they are pulling max all the time, I'm sure the wire won't last long.

Well, your "guide" are too general. Will Pensonic's 2000W will consume same power as Panasonic? It won't as the actual current draw will vary on the component used. Not to mention the efficiency on it.

How many wire to your main meter? 2 or 4?
2 means single phase, 4 means 3 phase.
Your row got about 10 houses right?
Each phase(the cable you mentioned) will feed to 3 houses average.
If you were to upgrade, TNB will tap another 2 cables to your new meter.

A single main cable can withstand 40A.
You are not using the air cond 7/24 and set at 18°C, right?
And will you be turning all of them on most of the time?
As if you are planning for 3-phase, have to rewire again, and it will be very messy.

6 PC 24/7, 3 led tv, 2 refrigerator,2 aircon. with additional 2 aircon , 1 more fridge and 1 WH after renovation done

The wiring plan are simple if you are upgrading to 3 phase :
air conds, water heater, oven sure direct tap from MCB, independent(must check once the wiring done)
Lights can use back the existing wiring
If it is double storey house, make sure at least 1 phase supply to 1st floor.

application till the meter cost rm3+++, not including wiring work. So can come out to about rm6000.

Nope, they won't connect the cable from the tiang, it will cost more.
They will just tap from the nearest point.
So :
1. no comment, you can safe it if you DIY, but more hassle
2. about there, as said, depending on the cable being tapped, if bangalow, it will be more
3. should be about rm800-1500

If using single phase, got 30mm also I'll get it.
If using 3 phase(provided wiring done right with proper load balancing), then 16mm also will be enough.
Some wireman will still use a single phase even we got a 3 phase supply.
The only advantage on 3 phase wiring is load balancing, so the wires won't be subjected to handle high loads.

Getting Seda? Want to sell back to TNB?
What is the goal you want? If invest to gain money, then you may think again.
I have 2 friends installed this, 1 installed long time ago and his ROI are 7%, another is lower at 3-4%
The rate is getting lower and lower now. So for cooling your house, then go ahead, if trying to make money from it, sorry, wrong tools.
After installing this solar panels(on the right direction to harvest sunlight), you will have a cooler house, your air cond cost also can come down.

Better check it properly. Still as said before, cooling down your house will bring down your electric bill also.

Still, why we need to have quota for this? In Malaysia, we are blessed with sunlight > 180 days. Even in the rainy days, we are still getting some sunlight.
Like European countries, they are ditching fired power generation and encouraging people to use green power to generate power.

And the panel direction also comes into play.
