Oh i reckon you have to have a US ITUNES account to access any itunes podcast because as far as i know, it is region locked. You don't have to live in the States to gain access, because it is not locked through IP but simply through the country of origin of your account.
Google it out on how to create a US account. Trust me, it is very worth it eventhough you have to go through some procedures. Not only you can get Xplay's Vidcast but you can get G4TV's, XBOX live Major Nelson and so on!
