haha...actually vodafone was correct, previously i work in a maxis company.
the number is the bracket (x) are just revision or numbering of sim card. Because there are uncountable phone user and uncountable number of sim card. so they divide it into numbering from 1-9 and each numbering from 1-9 has their own S/N or number for office use to register the number under a user.
Each time a user get a sim card and register their name or detail such as address etc etc,maxis will register their detail under that particular (x) number + S/N of the card and also register what number is that sim card e.g 012-2xxxxxx. It is also some thing like your I/C number, which act as an identity of that card. This is same goes to DIGI or CELCOM.
I stil have few of the unregister sim card with me during the time i work in maxis. Will post up picture when i got a camera or camera phone
