Last time is 16" or less, now is 18" or further because using thin board and also the metal are thin too.

Even 9mm, material is difference. The board is lighter now.

3" as in between the concrete ceiling to plaster ceiling? maybe too short for down light.

Light box usually have opening for 4" or more, you can ask plaster ceiling contractor to make the opening bigger. Mine is 4"

Can, if you plan to have ceiling fan, you may need to use baby fan, else it maybe too danger.

Similar. Electrician just drop the light to the box, and put closer to each other so the light won't have gab.

Do some google you will know. It come from 1ft to 5ft.

Your price look like is China brand. Get Philips, osram, ge or other branded version. I got a 1ft China brand, Less than one year the brightness have drop, and take 10 mins to reach the brightness. My osram don't have those problem.

If leaking is fix, repaint the ceiling after dry up. Provided the board is not damage.

Let it dry take few weeks maybe full week in hot season, no hole / out of shape is OK.

I had this problem just after i move in, my neighbor renovation time, during changing roof time, the worker did not cover properly and water was slip into my house, and wet the plaster ceiling and my flooring. Luck it was not too bad.

i just repaint after it dry up for one week.
