The main different thing is the warranty.

Other stuff you'll need to consider is whether the set offered by other game shops consists of original accessories.

See below your PSP. There's a sticker which states PSP-X0YY.

X = 1 (for fat); 2 (for slim)
YY = Region code

Codes (taken from Wikipedia):
YY = 00 --> Japan
YY = 01 --> North America
YY = 02 --> Australia/New Zealand
YY = 03 --> UK
YY = 04 --> Europe, Middle East, and Africa
YY = 05 --> Korea
YY = 06 --> Hong Kong/Singapore
YY = 07 --> Taiwan
YY = 08 --> Russia
YY = 09 --> China
YY = 10 --> Mexico

I have just added the tutorial (by sprix) on formatting your Memory Stick to FAT16.

Look it up in the Miscellaneous Questions section:

When you have connected your Memory Stick, what drive letter is assigned to it?

For example, when connected and your Memory Stick drive is assigned the letter "G" (G:\), then just replace 'x' with 'G'.

Just go to My Computer and you can see what letter your Memory Stick is assigned to.

Well I have no comments for the unit replacement part, but there's something I would like to clarify:

If the 'dot' is indeed white, it should be a STUCK pixel. If it's black, then it's a DEAD pixel.

Judging by the conversation that you had with the seller, I think chances are slim that he would repair it for you, let alone giving you a 1-to-1 exchange. I couldn't give any comments about it because I wasn't involved in this before. Maybe someone who has experience can share what can be done.

Anyone here to help out?
