There are a lot of Malaysian businesses that do not adhere to the rules and regulations. The list is endless. If you never dealt with government agencies, you probably dont realize that you need to apply licenses or permits for what you are doing/storing. People just take it for granted because it has been the way for 60 years. Not guilty until you are caught and even when you are caught, a cup of 'coffee' will delay the prosecution until they get thirsty again.
